New-Tenant Inspection Protocol for Waterloo Rentals

Use a new-tenant inspection to connect the unit’s condition with a clear handover and repair process. The workflow below is a suggested approach for Ontario rentals, not a claim that every local manager follows one industry-standard protocol.

Set the scope before arrival

Identify the unit, included spaces and fixtures, handover date and people attending. Review known outstanding work and any access needs raised by the tenant. Explain the purpose of the condition record and how a copy will be provided.

Confirm the lawful basis for entry if the tenancy is already underway. An onboarding email does not create an unlimited right to enter later.

Create the starting condition record

Before taking interior photographs of an occupied rental unit, explain the purpose, intended use and disclosure, and obtain the tenant’s consent. A valid entry notice is not consent to photograph personal information. Any claimed statutory exception requires a specific legal basis. Use the same room names in the written report and image labels. Note existing defects and what was actually checked. Mark concealed, inaccessible or untested items accordingly.

Separate observations from conclusions about cause. An inspector can record a stain without asserting a diagnosis or who is responsible for it.

Invite corrections without requiring a waiver

Allow the tenant to add comments during the appointment or identify an omission afterward. Retain the original version and attach dated additions. Do not backdate changes or remove an inconvenient observation.

Explain what any signature confirms. A tenant’s signature cannot contract out of the RTA’s repair duties, and declining to sign does not establish that the landlord’s account is correct.

Separate handover administration

Record keys and access devices issued, the contact for repairs and the process for reporting urgent concerns. Maintain any permitted key-deposit record separately from the rent deposit and the condition report.

Do not collect a new damage deposit as part of the inspection. The last-month rent deposit is for rent, even where a signed form includes photographs.

Assign every unresolved item

Create an action list with the issue, assessment needed, responsible contact and next update. Prioritize based on the condition and urgency; a routine move-in appointment should not delay an urgent repair.

Record lawful access arrangements, work performed and whether the original problem was resolved. Closing an onboarding checklist is not the same as completing the repairs on it.

Agree how the records will be maintained

Store relevant records securely and limit access to people who need them for the stated purpose. Keep the tenant’s copy consistent with the retained record, including amendments.

When engaging D&D, specify inspection, key administration, communication and repair coordination responsibilities. Ask how exceptions are escalated rather than assuming a service label promises legal representation or a particular dispute outcome.
