A property condition report (PCR) documents the state of every element of the rental unit at a specific point in time — typically at move-in and at move-out. When both reports exist with the same structure, side-by-side comparison objectively identifies any changes in condition that occurred during the tenancy.

What Good Reporting Looks Like

The PCR form should cover every room in sequence: each wall surface (noting any existing marks, holes, or damage), ceiling condition, floor condition and type, window operability and condition, door hardware function, light fixtures, and any built-in appliances or furnishings.

Rating scale consistency makes the report more useful and more credible. A simple three-level scale (Good, Fair, Poor) applied to each element provides meaningful characterization without creating arguments about nuanced distinctions. Photo documentation supplements the rating, providing objective visual evidence.

Transparent Property Management

Both landlord and tenant signing the move-in PCR is critical. The tenant's signature acknowledges that they've reviewed the report and agree with its contents. A landlord who presents a PCR at move-out that the tenant never signed at move-in has limited evidentiary value for any claimed damage.

Digital PCR tools — apps that allow photo capture directly linked to the form fields, with timestamped GPS-verified records — have replaced paper forms for professional property managers. The digital format creates an unambiguous audit trail that carries significantly more weight at LTB hearings than handwritten notes.
